A Fair Start for Every Child
Across Europe, many children still fall through the cracks of an outdated “wait-to-fail” education model. Schools often delay targeted pedagogical support until students are already struggling, leaving vulnerable children with learning gaps that are difficult to close later on. Additionally, traditional models often rely on subjective decisions that may unintentionally reinforce biases and inequities, while teachers lack the necessary tools to provide timely and adequate support. This approach limits not only academic success but also social and emotional development, shaping inequalities that can persist throughout life. MTSS-K provides a better alternative by initiating preventive support in the earliest years of education. By bringing a proven, evidence-based framework into European kindergartens, the project enables early identification of students’ needs and tailored, data-driven support. This approach strengthens children’s skills from the start, ensures fair opportunities to succeed academically, and builds more inclusive education systems where no child is left behind.

An Inclusive Educational Model
Building on decades of evidence from North America, MTSS-K brings an innovative, data-driven education approach to European kindergartens. The Multi-Tiered System of Support (MTSS) combines early screening, evidence-based teaching practices, and targeted interventions into one flexible framework. Teachers are trained to monitor each child’s progress and adapt instruction based on objective data rather than subjective judgment. Children showing early signs of learning difficulties or behavioural challenges receive timely, tailored support in small groups, while those needing more help access intensive individual interventions. This approach strengthens literacy, numeracy, and socio-emotional skills by matching support to each child’s needs. MTSS-K makes its tools and resources freely available to teachers for classroom use, while also providing insights to guide more informed policy decisions across Europe. By testing and embedding this model into everyday classroom practice, MTSS-K shifts the paradigm: from reactive to proactive, from exclusion to inclusion and fairness, giving every child a fair chance to thrive.
